General Information

Registration

You can register to vote or update your registration information:

  • online
  • by mail
  • in person at your elections office

Early Voting

A registered voter who qualifies for absentee voting may vote early by completing an application for early voting at the CEC Office at least 7 days prior to the election (45 days for Northern Island residents).

Early voting ballots are cast from 830am to 4pm daily, including weekend and holidays, at the designated locations for the early voting period: CEC Office for Saipan, DPS buildings on Tinian and Rota and CEC Office and Northern Islands for Northern Island residents.

Absentee Voting

Any registered voter of the Commonwealth may vote by absentee ballot if he or she feels it likely he or she will be prevented from personally going to the polls in the senatorial district in which he or she is registered to vote on Election Day because of:

  • The conduct of his or her business
  • The necessity of travel
  • Attendance at an institution of learning
  • Serving in the United States Armed Forces or the Merchant Marine
  • Employment
  • Training
  • Receiving treatment at a medical institution
  • Government representation
  • Accompanying a member of the household who is engaged in an activity listed above

Eligibility Requirements

You are eligible to vote in Commonwealth of the Northern Mariana Islands if you:

  • Are a U.S. citizen
  • if you will be 18 by Election Day
  • Live in Commonwealth of the Northern Mariana Islands for at least 120 days prior to the election

You are not eligible to vote in the Commonwealth of the Northern Mariana Islands if:

  • You were disqualified from voting due to a court order
  • You are currently serving a sentence including incarceration, parole, probation, or extended supervision for a felony conviction

Restorative Requirements

  • If you have completed a felony sentence, including any term of incarceration, parole, supervision, period of probation, or you have been pardoned, then you are immediately eligible to register to vote

Identification Requirements

Voter Registration

To register to vote in Commonwealth of the Northern Mariana Islands you should provide:

  • Last Four Digits of your Social Security Number

The Affidavit of Voter Registration Application, Affidavit Questionnaire and a copy of your picture identification form must be mailed directly to the Commonwealth Election Commission, P.O. Box 500470, Saipan, MP 96950-0470

Eligibility Requirements

Overseas Voters

U.S. citizens living abroad have the right to vote as absentee voters, provided they are eligible to vote in their state. If you are living outside of the U.S. permanently, indefinitely, or temporarily, your voting rights stay with you, even if you never voted when you lived in the U.S. To vote from overseas:

  • Complete and send an overseas voter registration/ballot request form to your election office in the U.S. This is one specific form that will register you as an overseas voter and request your absentee ballot – simultaneously.

Many states allow children who were born overseas, but never lived in the U.S., to use their U.S. parents’ last residence address to register.

Military Voters

Service members and their eligible family members living outside their voting jurisdiction (within or outside the U.S.) are able to vote as absentee voters.

  • If you are a service member, or an eligible family member, there is a single form to file for both voter registration and ballot request. It is often called the “Federal Post Card Application” or the FPCA form. This form must be re-filed with your election office each time you change location.

To vote as a service member or eligible family member:

  • Complete and send a voter registration/ballot request form “FPCA” to your election office in the U.S. It is the same form in all states.
