General Information

Registration

You can register to vote or update your registration information:

  • by mail
  • in person at your elections office

Early Voting

If you are registered to vote and are going to be temporarily absent from the Territory on Election Day, you may request to vote early via an absentee ballot. You should do so in person or in writing from the Chief Election Officer after the ballots are available up to 430pm on the day before the election.

You must provide proof and travel and submit your vote to the Election Office before your travel.

Valid reasons to vote by absentee ballot include:

  • You are on travel for medical treatment
  • You are on travel for military-related assignments
  • You are on travel for employment-related training, conference or assignments
  • You are on vacation

Absentee Voting

Any voter who will be absent from the Territory or present in the Territory but absent from their polling location or otherwise unable to cast their ballot on Election Day, may apply for an absentee ballot.

### Voters are eligible to vote absentee for a number of reasons, including:

  • You will be traveling and absent from the Territory on Election Day
  • You are a student at an institution of learning who will be absent from the Territory on Election Day
  • You are confined to a hospital or public institution
  • You are confined at home because of illness or physical disability
  • Your religious beliefs prevent you from attending the polls
  • You are employed as an election official on election day

Eligibility Requirements

You are eligible to vote in American Samoa if you:

  • Are a U.S. citizen
  • Are a resident of American Samoa
  • Are at least 18 years old by Election Day

You are NOT eligible to vote in American Samoa if:

  • You were disqualified from voting due to a court order
  • Were convicted of a disqualifying felony and have not been pardoned

Restorative Requirements

  • If you have completed your incarceration for a felony conviction, and have been on "good behavior" for two years, your rights are restored even if on probation or parole. If you have had your civil rights restored to you sooner, you may vote. Your two years begins from when you were sentenced or when you were released from incarceration, whichever is later.

Identification Requirements

Voter Registration

In order to complete your voter registration in American Samoa, you will need to provide a copy of a valid ID. Accepted IDs include:

  • Valid ID with photo issued by a Government Agency

If you are registering absentee in American Samoa, you need to provide one of the following forms of ID:

  • Certified Abstract of Registration of Birth and Photo ID issued by a Government Agency
  • Valid US Passport

Together with one of the following:

  • Official Notice from the Social Security Administration identifying your Social Security Number
  • Social Security Card

Voting In-Person

In American Samoa, you need to show a valid ID to vote. You can use any ID from this list:

  • Valid American Samoa Voter ID Card with Photo
  • Valid US Passport

If you do not have an ID from this list, in American Samoa you may show a combination of two IDs from the following:

  • Other Government Issued Photo ID
  • Birth Certificate

Eligibility Requirements

Overseas Voters

U.S. citizens living abroad have the right to vote as absentee voters, provided they are eligible to vote in their state. If you are living outside of the U.S. permanently, indefinitely, or temporarily, your voting rights stay with you, even if you never voted when you lived in the U.S. To vote from overseas:

  • Complete and send an overseas voter registration/ballot request form to your election office in the U.S. This is one specific form that will register you as an overseas voter and request your absentee ballot – simultaneously.

Many states allow children who were born overseas, but never lived in the U.S., to use their U.S. parents’ last residence address to register.

Military Voters

Service members and their eligible family members living outside their voting jurisdiction (within or outside the U.S.) are able to vote as absentee voters.

  • If you are a service member, or an eligible family member, there is a single form to file for both voter registration and ballot request. It is often called the “Federal Post Card Application” or the FPCA form. This form must be re-filed with your election office each time you change location.

To vote as a service member or eligible family member:

  • Complete and send a voter registration/ballot request form “FPCA” to your election office in the U.S. It is the same form in all states.

Identification Requirements

U.S. citizens living overseas may register and request a ballot using the overseas voter registration/ballot request form. You will have the following identification options when completing the form:

  • U.S. State or Territory or District Issued ID
  • Option to Indicate that you do not have the Requested ID
  • Last 4 Digits of your Social Security Number

American Samoa does not require an ID to be provided in order to register your ballot.
